Presidential Proclamations

Question:
I'm having trouble finding Presidential Proclamation No. 1043, which I need for my note. It's from May 30, 1910.

Answer:
Presidential Executive Orders and Proclamations are published in many, many places, so at first blush this question seemed strange. How could someone not find a Proclamation? They can be found in U.S.C.C.A.N, the Federal Register, Title 3 of the C.F.R., the Weekly Compilation of Presidential Documents, and the Public Papers of the Presidents. Of course none of these publications goes back to 1910. Luckily proclamations are also printed in Statutes at Large. Researchers often don’t notice them because they usually appear in Part 2 or Part 3 along with the Private Laws (another thing researchers don’t usually notice). This particular proclamation, complete with maps, appears at 36 Stat. 2703, which means it is in Statutes at Large Volume 36 Part 2 Page 2703.
